SFERA is a local non-profit institute consisted of a group of Kosovar and international intellectuals and activists gathered with the aim of contributing in helping governing institutions to meet international standards, have a closer picture of what the needs of the grass root level are and improve the current image of the region in the eyes of the youth abroad.

When our world crossed over to the third millennium in year 2000, 147 head of states agreed to tackle human development problems through a set of time bound goals called the Millennium Development Goals. Although the global challenge to alleviate poverty is overwhelming, they decided to concentrate on eight crucial goals which touch upon available income and food, education, gender equality, child and maternal health, HIV/AIDS and other major diseases, sustainable environment and global partnerships.

We found out that the Kosovar society suffers a lack of critical thinking and tolerance towards other people's views and opinions. The Debate program was devised in two sections : the High School Debate and Parliamentary Debate. SFERA decided to start fist with the Debate Programme among high school pupils and to embark later on the older generation with the University Debate.

The purpose for the creation of UDC "SFERA" is to enable the creation of an "oasis" for all members of Debate Program, both high school and parliamentary clubs, which they could use for holding debates, enhancing other capabilities that are essential to international debates such as English and computer skills, introduce and improve research methods that are not solely used in debates.
