SFERA is running a debate program in seven Albanian centers of Kosova and two Serbian enclaves. The initiative for the D ebate P rogram me was instigated by the fact that often people have the feeling they know what they want but not how to express it, for various reasons.

We found out that the Kosovar society suffers a lack of critical thinking and tolerance towards other people 's views and opinions. The Debate program was devised in two sections : the High School Debate and Parliamentary Debate. SFERA decided to start fist with the D ebate P rogram me among high school pupils and to embark later on the older generation with the University Debate.

The primary task for this stage was to introduce the main ideas of debating, to find people who can and want to teach debating, to form debating-clubs in schools and to distribute research materials. In other words: to thoroughly introduce competition debating of students, to popularize it and to inform the public that rhetoric and debating are not only the means of self-regulation in a democratic society, but the basis for everyone's personal success in nowadays world as well.

SFERA has founded the SFERA Debate Club, which consists on two "leagues". The members of the first league are experienced debaters certified as trainers in the Karl Popper Debate Format; while in the second league less experienced debaters take part.
